Technically, setting up comments for VSEA website can be enabled directly through the Drupal administration already running the site.

The objections expressed to me by HQ relate to liability to VSEA attendant to inappropriate comments. The solution to that problem is moderating the comments, which is minor from a workload perspective. I know this, because of work I have done with other websites, where comments are moderated and liability is mitigated. The keys to making moderation efficient are:
  • Email notification to moderators when comments are posted
  • Links in the email for approving or denying comments
  • Requiring commenters to provide real names and email addresses. This way, if there is a problem with a comment, the person posting it can be contacted for correction.
  • Disallowing anonymous posting keeps the comments on high level.
